The problem raised is the increasing volume of waste from year to year, despite the existence of regulations governing waste management. The method used is descriptive qualitative, with data collection techniques through interviews, documentation, and observation. This research adopts the Edward III model approach to analyze policy implementation. The results show that the implementation of the local regulation has been carried out with effective communication between the government and the community, as well as the commitment of policy implementers. However, there are significant obstacles, such as the lack of clear technical guidelines, the lack of separation of regulator and executor functions, and the absence of Civil Servant Investigators (PPNS) who specifically handle the waste sector. In addition, the application of incentives, sanctions, and licensing systems is still not optimal, and the limited number of segregated waste bins hinders community participation. The conclusion of this study emphasizes the need for the preparation of Mayor's Regulation as a technical derivative of the Perda, separation of regulator and executor functions, appointment of PPNS, and expansion of the provision of segregated waste bins. Increased cross-sector collaboration and regular evaluation of SOPs are also recommended to improve the effectiveness of waste management in Padang Panjang City. This research is expected to contribute to the development of better and sustainable waste management policies.
