The Population and Civil Registration Office of the Indragiri Hilir Regency Government innovated the Simple One-Time Population Administration service (Nasi Uduk Inhil) to reach access to services, especially the issuance of Child Identity Cards. In its implementation, the issuance of Child Identity Cards through the Nasi Uduk Inhil program is still not running optimally. This causes the community to not be able to obtain population documents quickly and accurately, so an evaluation is needed to find out the obstacles and efforts to improve them. This research uses qualitative research with a descriptive approach. This research uses Stufflebeam's evaluation theory (Winaryati et al., 2021) which emphasizes context evaluation, input evaluation, process evaluation, and product evaluation. The results of this study show that the Nasi Uduk Inhil program as an innovation in population services has had an impact in the form of convenience in the process of processing documents, both from the community and officers. Another advantage of this program is the time efficiency and ease of access to services, providing convenience for remote communities. The success of the Nasi Uduk Inhil program is inseparable from various challenges, including the lack of socialization to the community due to uneven service coverage, experiencing network and technology infrastructure constraints, and the process of issuing Child Identity Cards that are not on time according to standard operating procedures. So that for future improvements, the Population and Civil Registration Office of Indragiri Hilir Regency needs to carry out regular socialization for equitable distribution of service quality and capacity building carried out by officers so that the objectives of population administration services can be achieved evenly and optimally.
