The working visit of the Riau Provincial House of Representatives (DPRD) abroad, especially to the United States, has become a concern in international relations discourse because it is considered a form of parliamentary diplomacy. This activity aims to increase the capacity of council members in formulating policies based on improving human resources (HR), through comparative studies and strengthening international cooperation, especially in the fields of education, economy and investment.
This research uses a qualitative approach with data collection techniques through interviews and documentation. The researcher used the theoretical framework of Liberalism, the state level of analysis, and the theory of parliamentary diplomacy to explain the effectiveness of the visit in encouraging regional development. The results showed that despite the strategic potential of the visit, the implementation of the policy resulting from the visit has not been maximized due to the weak post-activity evaluation system and transparency.
The findings emphasize the importance of formulating indicators of success and open reporting to the public so that DPRD working visits abroad are not just symbolic, but produce real contributions to improving regional competitiveness. Visits will have a significant impact if they are aligned with regional development plans based on strengthening human resources in a sustainable manner.
