Strategi implementasi kampanye pencegahan pemberantasan penyalahgunaan peredaran gelap narkotika (p4gn) dalam mengatasi narkoba oleh badan narkotika nasional (BNN) kota Pekanbaru

Riau Province, particularly Pekanbaru City, is one of the regions with a relatively high level of vulnerability to drug trafficking and abuse. Its strategic geographical location, directly bordering international transit routes, makes Riau one of the main entry points for narcotics from abroad, especially through cross-border trafficking networks. This condition requires preventive, repressive, and rehabilitative measures in an integrated manner. Entering 2023, the focus on drug eradication was not only handled by the police but also by the National Narcotics Agency of Pekanbaru City (BNNK Pekanbaru). Throughout the year, BNNK Pekanbaru uncovered 8 narcotics cases with 7 suspects. The seized evidence consisted of 398.68 grams of methamphetamine and 708.46 grams of marijuana. In addition to law enforcement, BNNK Pekanbaru was also active in rehabilitation efforts, with 73 drug abusers rehabilitated, exceeding the target of only 35 people. BNNK also conducted urine tests on 1,329 employees, both from government and private institutions, and found 32 people positive for consuming narcotics such as Methamphetamine, Amphetamine, or THC. In 2024, Riau Province, including Pekanbaru, again faced a surge in drug-related cases. The Riau Provincial National Narcotics Agency and its ranks successfully uncovered 39 cases with 39 suspects and confiscated a large amount of evidence: 31.9 kilograms of methamphetamine, 803.4 grams of marijuana, and more than 86,000 ecstasy pills. From these operations, it is estimated that more than 300,000 people were saved from the potential dangers of narcotics abuse. In addition, rehabilitation efforts were also provided to 246 addicts, consisting of 223 outpatients and 23 inpatients.

This research employs a qualitative method with a descriptive approach. The determination of informants in this study uses a purposive sampling technique with the criteria of employees of the National Narcotics Agency of Pekanbaru City who are involved in the P4GN campaign. The interviewees for this research are Mr. Juliandri Eka Prawira, S.H., M.H., Head of the General Subdivision; Mr. Ari Octora, S.Pd., Public Relations Analyst (PPNPN); Mrs. Suri Nila Yumna, SKM, Intermediate Expert Addiction Counselor; and Mr. Sabar Mauliate Tua, S.I.Kom., Intermediate Expert Anti-Narcotics Counselor.
The results of this study will present an analysis of the role of the National Narcotics Agency of Pekanbaru City in designing and implementing the P4GN program through John Marston’s RACE framework (1963), which shows that the communication strategies carried out are targeted, systematic, and sustainable. Furthermore, the efforts of BNN Pekanbaru in optimizing messages through the P4GN campaign reflect communication strategies that are structured, adaptive, and oriented toward behavioral change in society. The messages designed not only emphasize information about the dangers of drug abuse but are also constructed by considering the social, cultural, and psychological context of the audience, making the messages easier to be accepted, understood, and internalized by the public.
