The Regional Head Election (Pilkada) is a concrete form of the implementation of democracy in Indonesia, but in its implementation there are still often various violations such as money politics, administrative violations, and violations of ASN neutrality. Bawaslu as an election supervisory institution has an important role in maintaining election integrity, but its implementation still faces various challenges. This research is motivated by the low voter participation rate in the 2024 Pekanbaru City Election stages, which shows that the role of Bawaslu has not been running optimally.
This study aims to describe and analyze the role of the Pekanbaru City Bawaslu in preventing violations during the implementation of the 2024 Regional Elections. This study uses a descriptive qualitative approach with data collection techniques through interviews, documentation, and literature studies. The theory used is role theory according to Talizuduhu Ndraha, which divides roles into two indicators: normative and effective, to evaluate the extent to which Bawaslu carries out its prevention function to the maximum.
The results of the study show that the Pekanbaru City Bawaslu has carried out a normative role through socialization, education, and participatory supervision activities, but in terms of effective role, there are still various obstacles such as limited resources, weak evidence in reports, and low community participation. Therefore, the effectiveness of Bawaslu in preventing violations of the Regional Elections still needs to be improved so that the integrity of democracy at the local level can be realized optimally.
