Analisis tata kelola teknologi informasi di dinas komunikasi informatika dan statistik provinsi Riau menggunakan framework cobit 2019

With the rapid advancement of information technology, government agencies are required to manage technological resources effectively and securely. The Communication, Informatics, and Statistics Office of Riau Province (DISKOMINFOTIK), which plays a key role in managing communication, informatics, and statistics in the region, faces several challenges. These include increasing cybersecurity risks, the absence of standardized data integration among government agencies (OPDs), and the continued use of manual data storage methods. This study aims to analyze the capability level of IT governance at DISKOMINFOTIK using the COBIT 2019 framework. The research method involves the analysis of design factors, questionnaire distribution, capability level assessment, and gap analysis between the current (as-is) and the expected (to-be) conditions. The study focuses on two COBIT 2019 domains: EDM03 (Ensured Risk Optimization) and APO13 (Managed Security). The results show that the EDM03 domain reached a final capability at level 2, with a largely achieved score (75%) at level 3. Meanwhile, the APO13 domain reached only level 1, with a largely achieved score (82.85%) at level 2. The gap analysis indicates a two-level gap for EDM03 and a three-level gap for APO13 from the target level 4. These findings highlight the need for improvement in risk management and information security within DISKOMINFOTIK Riau Province.
