Pengelolaan parkir di pasar tradisional kota Pekanbaru
This study focuses on the inconsistency between the parking rates applied in the field and the provisions stated in Pekanbaru City Regional Regulation Number 01 of 2024 and Pekanbaru Mayor Regulation Number 02 of 2025. This discrepancy has created problems in the management of parking at traditional markets, especially after the transfer of authority from the Department of Industry and Trade to the Department of Transportation of Pekanbaru City. The purpose of this study is to examine how parking management is implemented at traditional markets in Pekanbaru City and to identify the factors that hinder its implementation. The research employs a qualitative method with a phenomenological approach, utilizing interview, observation, and documentation techniques. The analysis is based on Henry Fayol’s management theory, which consists of five stages: planning, organizing, directing, controlling, and evaluating. The findings indicate that the management of parking rates by the Pekanbaru City Department of Transportation has not been fully optimized, even though several implementation indicators have been met. The main inhibiting factor is the lack of comprehensive patrol coverage across all traditional market locations. Therefore, parking rate management in Pekanbaru City’s traditional markets still requires improvement to ensure more effective implementation in accordance with existing regulations.
