Efektivitas program asistensi rehabilitas sosial (atensi) dalam memberdayakan gelandangan dan pengemis oleh dinas sosial di kota pekanbaru
The ATENSI Program is one of the program strategies in an effort to respect, protect, and maintain the right to social rehabilitation services that uses a family-based, community-based, or residential approach through support providing decent living needs, family support, social assistance, accessibility support, and so on. This study aims to determine the effectiveness of the ATENSI Program in empowering homeless and beggars in Pekanbaru City by using Budiani's effectiveness theory which emphasizes four indicators, namely program target accuracy, program socialization, program objectives, and program monitoring. The research method used is descriptive qualitative with data collection techniques through interviews, observations, and documentation. The results of the study indicate that the effectiveness of the ATENSI Program in Pekanbaru City is still not optimal. From the right-target indicator, there are still beneficiaries who do not match the targets stipulated in the Minister of Social Affairs Regulation No. 16 of 2019. In terms of socialization, many communities and beneficiaries are not yet aware of the existence of the program. Therefore, it is necessary to improve the evaluation system and HR training, as well as a larger budget allocation and more effective facility supervision to create a more efficient and comfortable program system for the Pekanbaru community.
