Implementasi kebijakan penyelenggaraan ketenagakerjaan di kabupaten Rokan Hilir (studi penempatan tenaga kerja lokal pada usaha hulu migas)
Employment issues in Rokan Hilir Regency remain a challenge, particularly in the placement of local workers in the upstream oil and gas sector. Regional Regulation No. 8 of 2014 stipulates a 60% priority for local workers, but its implementation by PT Pertamina Hulu Rokan (PHR) as the operator of the Rokan Block upstream oil and gas business has not been optimal. This study aims to analyze the implementation of this policy using a descriptive qualitative method through a case study, employing the Van Meter and Van Horn model. Data was collected through observation, interviews, and documentation. The results of the study show that the implementation of the policy still faces a number of challenges: the application of standards and targets is not yet consistent, access to training and certification for local human resources is limited, coordination between institutions is not yet optimal, and the role of informal implementers is not yet supported by adequate authority. In addition, the socio-economic impact of the policy has created new dynamics in the community, while the attitude of companies and government supervision still need to be strengthened. These conditions mean that the policy has not yet fully benefited the welfare of local workers.
