This study aims to analyze the implementation of the principal’s
democratic leadership style at SD Negeri 012 Naumbai, identify the causes of low
teacher participation in decision making, and analyze the implications of
implementing this leadership style on the level of teacher participation. The
research used a descriptive qualitative approach with data collection techniques
through observation, interviews, and documentation. The data obtained were then
analyzed through three stages: data collection, data presentation, and drawing
conclusions. The results of the study indicate that the principal at SD Negeri 012
Naumbai has implemented the democratic leadership style well and consistently.
The principal actively involves teachers and educational staff in the decisionmaking
process through deliberation and open discussions, providing space for
teachers to express their opinions and ideas. Thus, the principal positions
teachers as partners who play an important role in the progress of the school,
creating a work environment that is more open, participatory, and harmonious.
However, despite the good implementation of the democratic leadership
style, teacher participation in decision making is still uneven. Some teachers still
show passive attitudes and lack of confidence in speaking or expressing opinions
in deliberative forums. This is more due to internal factors such as previous work
habits that tend to be more hierarchical, limited experience in decision making,
and a lack of initiative from the teachers themselves, rather than a lack of support
or opportunities from the principal. The implications of implementing this
democratic leadership style, although not yet fully optimal, have shown positive
impacts on the work climate at the school. Gradually, teacher participation in
decision making has increased, leading to a greater sense of shared
responsibility, team cohesion, and more effective implementation of school
programs. The school environment has also become more open and collaborative,
supporting the creation of a healthy school management system oriented toward
mutual progress.
