This study aims to analyze the numeracy achievement reflected in the
Education Report (Rapor Pendidikan) of SDN 184 Pekanbaru and compare it
with the actual assessment results of students. The numeracy score in the 2025
Education Report shows a figure of 53.33%, which is generally considered to
meet the minimum competency. However, assessments conducted on 20 fifthgrade
students revealed an average score of only 46.70%, indicating a gap
between national aggregate data and the real conditions of students.
This research uses a descriptive qualitative approach. Secondary data were
obtained from the Ministry of Education’s 2025 Education Report, while primary
data were collected from student numeracy assessments covering four key
domains: number, algebra, geometry, and data & uncertainty.
The findings show that students continue to struggle, particularly in the
domains of algebra and data & uncertainty. The highest achievements were found
in the number and geometry domains, yet these do not fully reflect strong
reasoning skills. This study recommends that schools and teachers regularly
conduct contextual numeracy evaluations and use the assessment results to design
learning interventions that meet the actual needs of students.
