This research is motivated by the importance of implementing good
governance in improving the quality of health services at the Meranti Islands
Regency Regional General Hospital, especially due to the geographical challenges
of the islands and limited access to health services. Hospital governance is key in
ensuring the effectiveness, efficiency, transparency and accountability of hospital
management, as mandated in Law Number 44 of 2009 concerning Hospitals.
This research aims to analyze the governance of the Meranti Islands
Regency Regional General Hospital based on eight indicators according to
Zhenglai and Guo, namely the rule of law, participation, justice, transparency,
accountability, efficiency, stability and integrity. In addition, this research also
identifies inhibiting factors in the implementation of governance at the Meranti
Islands Regency Regional General Hospital. The research used a qualitative
method with a phenomenological approach, and data collection techniques through
interviews, observation, and documentation of various informants, ranging from
leaders, staff, to hospital patients.
The results showed that the governance of the Meranti Islands Regency
Regional General Hospital was not as expected. Of the eight main indicators, only
five are as expected (justice, accountability, efficiency, stability and integrity),
while the other three indicators (rule of law, participation and transparency) are
still considered not as expected. Problems found include: Implementation of
standard operating procedures that are not yet optimal due to a shortage of experts
so that service waiting times often exceed the standard; in terms of participation,
the distribution of suggestion boxes at the Meranti Islands Regency Regional
General Hospital has not been evenly distributed to all service areas; lack of
transparency in the delivery of specific information such as doctor visite schedules.
The main inhibiting factors in the governance of the Meranti Islands Regency
Regional General Hospital include limited accessibility, limited number and
competence of medical personnel, especially specialists and pharmacists and
inadequate digitalization facilities and systems.
