This research is motivated by the high number of traffic violations in Pekanbaru City, which
has contributed to congestion and reduced road safety. Government enforcement efforts
through collaboration between the Department of Transportation (Dishub) and the Traffic Unit
(Satlantas) are crucial to creating orderly and safe traffic conditions. This study aims to
analyze the implementation of synergy among stakeholders in traffic enforcement, as well as
to identify the obstacles encountered during its implementation.
The research is based on Lasker's synergy theory, which emphasizes four main aspects: goal
alignment, individual and organizational aspects, human and material resources, and
coordination. A qualitative method with a case study approach was used to provide an in-depth
description of the dynamics of inter-agency cooperation in Pekanbaru City. Data collection
techniques included interviews, observation, and documentation.
The findings show that the synergy between Dishub and Satlantas is present but not yet optimal.
Coordination is not conducted routinely, task distribution is not fully structured, and
community participation remains low. The main obstacles encountered include the decreased
frequency of LLAJ forum meetings, limited operational budget, and the absence of a joint
Standard Operating Procedure (SOP). Overall, this research offers important insights into the
challenges of building cross-sector synergy in traffic enforcement in Pekanbaru. It is expected
that through improved communication, adequate facilities and infrastructure, and extensive
public education, traffic enforcement can be carried out more effectively and sustainably.
