The Regional Revenue Agency (Bapenda) of Riau Province and in collaboration with
Samsat Pekanbaru City have adopted an innovation and West Java Province called Samsat
GENDONG, the name of the program is Samsat Transaction Pick-up Between Villages
(TANJAK). The Samsat TANJAK program is a tax payment service that does not have to come
directly to the Samsat office but this program picks up taxes from Taxpayers and makes it
easier for Taxpayers who live on the outskirts of Pekanbaru City to make annual Motor Vehicle
Tax (PKB) payments. Some of the problems in the Samsat Tanjak program are the lack of
facilities and infrastructure provided, and also the Samsat Targak service is not in accordance
with the Standard Operating Procedure (SOP) that has been made.
This study aims to analyze and explain how the evaluation of the implementation of the
inter-village pick-up transaction program (tanjak) in improving taxpayer compliance in
Pekanbaru City and the implementation of the inter-village pick-up transaction program
(tanjak) in improving taxpayer compliance in Pekanbaru City. This study uses the theory of
Policy Evaluation according to Wiliamın dunn in Nugroho (2016) explaining that there are 6
indicators of success, namely Effectiveness, Efficiency, Adequacy, Leveling, Responsiveness
and Accuracy. This study uses a qualitative research method that is phenomenological with a
case study approach that uses data collection techniques through interviews, observation and
documentation.
The results of this study indicate that the implementation of the inter-village shuttle
transaction tanjak program to improve taxpayer compliance in Pekanbaru City is not running
well. Because it has not been able to meet the principles of policy evaluation from the Policy
Evaluation theory according to William n dunn in Nugroho (2016), and 6 indicators of
program implementation success. Only two indicators were considered good. Then it was
found that there were still inhibiting factors in its implementation, including the lack of
infrastructure caused by a lack of budget and the second was the limited scope of services
provided in the tanjak program.
