Proses collaborative governance dalam penanganan orang dengan gangguan jiwa (odgj) pasca rehabilitasi di RSJ tampan kota Pekanbaru tahun 2023
The post-rehabilitation handling of People with Mental Disorders (ODGJ) at Tampan Mental Hospital (RSJ Tampan) in Pekanbaru City still faces various challenges. The transfer of responsibility between RSJ Tampan and the Riau Provincial Social Service has not been carried out optimally. In addition, RSJ Tampan often receives patients without clear identities, which complicates the discharge process once they are declared stable. This condition is further aggravated by the number of ODGJ patients exceeding the hospital’s bed capacity, which affects the quality of mental health services. This study aims to analyze the process of collaborative governance in managing post-rehabilitation ODGJ at RSJ Tampan Pekanbaru in 2023. The focus of the research is directed at the roles and interactions between RSJ Tampan and the Riau Provincial Social Service as the main actors in cross-sector collaboration.
This research employed a qualitative descriptive method with data collection techniques through interviews and documentation. The study adopts the collaborative governance process theory by Ansell and Gash, which emphasizes five key indicators: face-to-face dialogue, trust building, commitment to process, shared understanding, and intermediate outcomes.
The findings show that the collaborative governance process in handling post-rehabilitation ODGJ at RSJ Tampan Pekanbaru in 2023 has not been optimal when viewed through Ansell and Gash’s framework. Therefore, strengthening collaboration between actors is necessary to achieve more effective outcomes in the future.
