BPJS Ketenagakerjaan West Sumatra is a service-oriented organization that continuously provides knowledge and insight to the community. In reality, the socialization of the BPJS Ketenagakerjaan program is not evenly distributed and has not been fully implemented. This illustrates a communication strategy that is not yet optimal. There are still many companies as economic actors who are not familiar with the BPJS Ketenagakerjaan program. BPJS Ketenagakerjaan has not been chosen by employers as an effort to protect workers. Socialization is a very important communication tool in this situation to establish relationships between the community and the organization. To establish a two-way relationship between the organization and its audience, communication activities require a communication strategy. The purpose of this study is to analyze and assess how the implementation of the communication strategy for the job loss insurance program in the West Sumatra region.
The researcher used a qualitative approach with a descriptive method. The object of this study is the communication strategy carried out by BPJS Ketenagakerjaan in implementing the job loss insurance program. While the subjects of the study were six informants, namely the Head of the Branch Office, namely the Bukittinggi, Padang and Solok Branch Offices, the Head of the Participation Division, the Head of the Manpower and Public Relations Office. The data collection techniques used were interviews, observation and documentation. Data analysis techniques by collecting data, reducing data, presenting data and drawing conclusions.
The results of the study show that the communication strategy used to implement the job loss insurance program is through direct and indirect communication. These media help facilitate the implementation of the socialization of the Employment Social Security Program. In the West Sumatra region, BPJS Employment uses presentation activities, routine socialization, incidental socialization, routine meetings, and incidental meetings as direct communication media. Print and electronic media such as brochures, leaflets, telephones, emails, and websites are examples of indirect communication media. Evaluation of BPJS Employment's efforts to overcome implementation obstacles, including segmentation of workers and companies, in the socialization of the Employment Social Security Program by emphasizing the priority scale of targets and content to be provided, along with the targets to be achieved, efforts are made to equalize the targets of socialization with this segmentation.
