This research is motivated by issues of sustainability in aquaculture
management in Rambah District, Rokan Hulu Regency. The main problems
include ecological aspects such as declining environmental quality, occurrences of
floods and droughts, as well as the entry of pollution sources that impact fish
survival. Additionally, in the economic aspect, there are obstacles such as limited
capital, low profits, and dependence on an unstable market. The social aspect is
also a concern, particularly the low levels of education, environmental literacy,
and the participation and independence of cultivators. This study aims to analyze
and evaluate the sustainability level of aquaculture management in Rambah
District from three main dimensions: ecological, economic, and social. In
addition, this research also aims to identify the most sensitive attributes affecting
sustainability in each dimension, as well as to formulate appropriate strategies and
policies to support the improvement of sustainability in fishery cultivation efforts
in the area.
This study employs a quantitative approach. Data collection was conducted
through field observations and structured interviews with fish farmers using a preprepared
questionnaire and literature study. Interviews were conducted as a total
census of all farmers, totaling 24 respondents in Sukamaju Village and 11
respondents in Menaming Village. In addition, in-depth interviews were
conducted with 5 key informants selected using purposive sampling techniques,
consisting of 1 person from the Fisheries Office, 1 person from the Fisheries
Center, 2 village heads, and 1 irrigation manager. Secondary data were collected
from government agencies and related documents, including aquaculture
production data from the Fisheries Office. Measurements of environmental
suitability and quality include parameters such as temperature, pH, DO,
brightness, soil texture, and altitude. Furthermore, data analysis was performed
using the Multidimensional Scaling (MDS) method with the help of the Rap-
Aquaculture software (a modification of Rapfish) to evaluate the sustainability
dimensions of fish farming. Additionally, Pareto Analysis was used to determine
strategic priorities based on the dominant factors that most significantly impact
the main issues or challenges in aquaculture activities. This method helps identify
key issues that need to be addressed promptly so that the strategies implemented
are more targeted and efficient.
The research results show that the management of aquaculture fisheries in
Rambah District is at 54.67% in the fairly sustainable category across all three
dimensions. The ecological dimension has a sustainability index of 51.81%, the
economic dimension is 53.43%, and the social dimension is 58.76%. Sensitive
attributes in the ecological dimension include fish survival rate and flood
occurrences. In the economic dimension, sensitive attributes include fish
marketing goals, business profits, and business ownership. Meanwhile, in the
social dimension, the most influential attributes are education level, environmental
literacy, the independence of breeders, and the age of breeders. Strategies to

support the sustainability of aquaculture fisheries management in Rambah
District, Rokan Hulu Regency are: (1) Improving the capacity and environmental
literacy of breeders through intensive training and utilization of information
technology; (2) Managing flood risks and fish survival rates by applying adaptive
farming technologies; (3) Development of market access and product
diversification to increase business profits; (4) Strengthening business governance
and farmer regeneration through partnership facilitation and business legalization.
