HR. Soebrantas Street is a densely populated area and one of the routes from
Pekanbaru to West Sumatra. Mobility on this road is very high, not only because it
is located in a densely populated residential area, but also influenced by the
presence of several well-known campuses such as Riau University and UIN Suska
Riau. With a length of about 4.68 km, the condition of HR. Soebrantas Street is not
entirely smooth, some points are even potholed. This high mobility is also
accompanied by many traffic violations, especially motorcyclists, such as not
wearing helmets or other driving safety equipment.
This study aims to determine the reasons why drivers violate traffic regulations,
to determine and analyze the strategies used by the Traffic Police as traffic law
enforcement officers and the obstacles encountered when these strategies are
implemented. In this study, the theory of planned behavior by Ajzen was used to link
the success or failure of the strategies planned by the Traffic Police. The method
used in this study was descriptive qualitative with triangulation techniques on 6
subjects, namely 3 traffic personnel as key informants, and 3 motorcyclists who did
not comply with traffic regulations who drove on Jalan HR. Soebrantas as
informants, with the determination of subjects using purposive techniques.
The results of the study found that the number of traffic violations on Jalan HR.
Soebrantas in 2024 decreased by around 373 cases from 1,301 cases in 2023. The
decrease in violation cases is inseparable from the Traffic Police's strategy in
reducing the number of violations. In dealing with violations, there are two
strategies, namely: 1) preventive, namely socialization and education, traffic
management and traffic facilities. 2) Repressive, Traffic Police carry out warnings
and enforce sanctions on drivers who violate. Obstacles that make the handling
strategy, namely in the preventive strategy, Traffic Police have limited budget,
demonstration equipment, low legal awareness among vehicle users, lack of
personnel and inadequate traffic facilities. Repressive obstacles experienced by
Traffic Police are the lack of certified personnel, inconsistent legal regulations, and
low awareness among vehicle users. Therefore, to maximize the success of the
strategy used by the Traffic Police, it is necessary to allocate special funds for
socialization activities, demonstration equipment, facilitating facilities for the
Traffic Police in obtaining certification as traffic police, strictly enforcing the law,
improving traffic facilities, and public awareness of vehicle users must be
implemented.
