Supervision is necessary, especially in trade, because people's daily lives are inseparable from basic necessities, and it can be said that their lives depend on the fulfillment of these basic needs, also known as the nine basic necessities (Basic foodstuffs). This research aims to examine how the process of supervising the highest retail price carried out by the Industry and Trade Office of Pekanbaru City, as well as identifying factors that hinder the effectiveness of such supervision. In collecting data, researchers used interview methods, direct observation in the field, and documentation, in order to obtain a comprehensive picture of the implementation of supervision and obstacles faced by the Department of Industry and Trade of Pekanbaru City. This research uses the theory from Efendi (2014) which includes five main indicators, namely: determination of implementation standards, determination of measurement of activity implementation, measurement of activity implementation, comparison of implementation with standards and analysis of deviations, taking corrective action if necessary. The results showed that the implementation of supervision of the highest retail price carried out by the Industry and Trade Office of Pekanbaru City has not run optimally. There is no clear standard operating procedure and schedule for supervision. Supervision of HET of basic food in Pekanbaru City still faces obstacles such as information gaps, weak communication, minimal involvement of market players, and less than optimal corrective action. For this reason, it is necessary to strengthen coordination, socialization, and direct approaches so that supervision is more effective and has a real impact on price stability and community welfare. Some of the main obstacles such as limited supervisory personnel, limited supply from distributors, lack of adequate infrastructure in traditional markets, as well as the low level of awareness and compliance of business actors with the HET provisions, are the main challenges that need to be addressed immediately so that supervision can run optimally and on target.
