Peran international committee of the red cross (icrc) dalam meningkatkan perlindungan kemanusiaan pada konflik rohingya di Myanmar
The prolonged conflict in Rakhine State, Myanmar, has resulted in a severe humanitarian crisis, particularly affecting the Rohingya ethnic group who have suffered from structural discrimination, military violence, and mass displacement. The presence of non-state actors such as the International Committee of the Red Cross (ICRC) plays a crucial role in providing protection and humanitarian assistance. This research is driven by the urgency to examine the role of ICRC in promoting the protection of fundamental human rights for vulnerable populations. This study employs a qualitative approach using descriptive-analytical methods. The data used are secondary data obtained through literature studies from credible sources such as books, academic journals, online articles, and international organizational reports. The analysis is guided by the pluralist perspective in international relations, which emphasizes the relevance of non-state actors, and Humanitarian Diplomacy Theory to understand how the ICRC operates within its humanitarian mandate. The level of analysis used is at the group or
organizational level.
The findings indicate that the ICRC has played an active role in implementing key programs under the framework of the Protection and Assistance Programs, including Water and Habitat, Emergency Relief, Health Assistance, as well as civilian protection and detention visits. Despite facing challenges such as restricted access and unstable security conditions, the ICRC has remained consistent in fulfilling its humanitarian mandate. Although it does not address the root causes of the conflict, the ICRC has effectively mitigated the humanitarian impact and improved access to basic rights for the remaining Rohingya population in Myanmar.
