Indonesia, as an archipelagic country with the longest coastline in the world, has great potential for marine tourism development. One of the areas with great opportunities in this sector is West Aceh Regency, particularly the Batee Puteh Beach area in Johan Pahlawan District. This beach is known for its natural attractions, strategic location, and strong regional policy support to become a leading destination. However, this potential has not yet had a significant economic impact because the contribution of the tourism sector to Local Own-Source Revenue (PAD) is still low and tends to be fluctuating. This condition indicates that the main problem lies in the aspect of destination management, which has not been running optimally, both in terms of planning, coordination, and stakeholder involvement.
This study aims to analyze the influence of Good Governance principles, which include participation, transparency, accountability, effectiveness and efficiency, as well as responsiveness to the governance of the Batee Puteh Beach tourism area development and its implications for increasing the local revenue of West Aceh Regency. In addition, this study also seeks to develop an effective, accountable, and sustainable tourism management model that can serve as a strategic guideline for local governments in strengthening the tourism sector as a major source of local revenue.
The research was conducted using a quantitative approach with a survey method in the Batee Puteh Beach Tourism area. Primary data was obtained by distributing questionnaires to government officials, business actors, the community, and tourists, which were then analyzed using the Structural Equation Modeling–Partial Least Squares (SEM-PLS) method. This technique was used to test the relationship between variables and to see the extent to which the principles of Good Governance influence tourism area management and PAD improvement. Field observations were also used as supporting data to strengthen the analysis results.
The results of the study show that the application of Good Governance principles has a significant positive effect on the quality of tourism area development governance and has a real impact on increasing regional revenue. Participatory, transparent, accountable, effective, and responsive governance has been proven to encourage more professional and sustainable tourism management. Through the governance model developed, Batee Puteh Beach is expected to develop into a leading destination that not only increases regional revenue but also provides sustainable social and economic benefits for the surrounding community.
