The Rural Area Development Program (PKP) is a national mandate regulated under the Regulation of the Minister of Villages, Development of Disadvantaged Regions, and Transmigration (Permendesa PDTT RI) No. 5 of 2016 and the Ministerial Decree (Kepmendesa PDTT RI) No. 194 of 2023, which positions villages as the subjects of development and promotes inter-village cooperation based on regional potential. However, its implementation in Aceh Province remains uneven; only about 30 percent of districts and cities have prepared Rural Area Development Plans (RPKP) and formally established PKP areas. West Aceh Regency, despite its major contribution from the agricultural sector to regional GDP and its development direction that supports rural transformation, has yet to designate any PKP area. Meureubo Subdistrict comprises five adjacent villages with agricultural, plantation, and tourism potential that normatively meet the criteria for rural area designation. Nevertheless, no systematic assessment has been conducted to evaluate the readiness of these villages in terms of institutional capacity, planning documents, and socio-economic integration. Therefore, a cross-village strengthening strategy is required to support effective and sustainable PKP initiatives.
This study aims to assess the readiness level of villages in supporting PKP proposals, classify the supporting and inhibiting factors affecting readiness, and formulate strategies to strengthen village readiness for rural area development. The research employed a survey method through observation, questionnaires, interviews, and document review. The study was conducted in five villages within Meureubo Subdistrict that share similar economic potential and geographical proximity. The main instruments consisted of structured observation sheets and questionnaires. Respondents included village officials, community leaders, and representatives of relevant government agencies (OPD), selected through purposive sampling based on their involvement and knowledge of rural development. Data were analyzed using the Village Readiness Index (IKW), classification of supporting and inhibiting factors based on mean scores, and strategic formulation through the IFE, EFE, SWOT, and QSPM matrices.
The results indicate that the readiness level of villages in Meureubo Subdistrict is generally high, supported by existing potential and conditions favorable to PKP proposals. The main supporting factors include abundant natural resources, adequate human resource capacity, and strong community cooperation and social capital. In contrast, inhibiting factors consist of suboptimal institutional performance, limited inter-village infrastructure and accessibility, and low utilization of technology. The priority strategies formulated include institutional integration, market integration, and production and local financing integration (backward integration). These findings affirm that strengthening village readiness serves as a strategic foundation for developing adaptive, inclusive, and sustainable rural areas in West Aceh Regency.
