Evaluasi peraturan daerah kota Pekanbaru nomor 08 tahun 2014 tentang pengelolaan sampah 2023-2024
Waste management is a crucial and urgent issue to address in urban areas, particularly in Pekanbaru City, which has been identified as the area with the highest waste generation in Riau Province. This increase in waste volume is driven by rapid population growth and the persistent low awareness and participation of the community in sorting and managing waste. To tackle this environmental problem, the Pekanbaru City Government has implemented Regional Regulation Number 08 of 2014 concerning Waste Management. However, the implementation of this policy is deemed sub-optimal, thus this research aims to conduct a comprehensive evaluation of the effectiveness and implementation of the said Regional Regulation.
This study employs a qualitative approach with a descriptive qualitative research type and data analysis technique. The analytical framework for assessing this policy is based on William N. Dunn's policy evaluation theory, which measures public policy performance against six criteria: Effectiveness, Efficiency, Adequacy, Equity, Responsiveness, and Appropriateness. The research location was conducted in Pekanbaru City.
The results of the study indicate that Regional Regulation Number 08 of 2014 on Waste Management has not been implemented optimally and has not yet reached the expected level of effectiveness. The main findings show that several objectives of the regulation have not been fully achieved, as evidenced by the insignificant reduction in waste volume and the limited community participation and empowerment in creating economic value from waste. The conclusion of this research is that policy implementation is hindered by budget constraints, which affect the availability of infrastructure and operational support for waste management, as well as distribution challenges related to the limited number of Temporary Disposal Sites (TPS) and Final Disposal Sites (TPA). Therefore, the implications of this study recommend the need for a comprehensive evaluation of the regulation and strict enforcement of sanctions, particularly in the technical aspects of implementation, to ensure that the policy can be carried out more effectively, efficiently, and sustainably.
