Pengawasan pemerintah terhadap panti pijat oleh satuan polisi pamong praja kota Pekanbaru Tahun 2022-2023
This study aims to describe government supervision of massage parlors by the Satuan Polisi Pamong Prajat (Satpol PP) and identify inhibiting factors in the supervision process in 2022–2023. The background of this research is based on the rampant practice of illegal massage parlors that do not have official business licenses and are suspected of being places of covert prostitution practices, which causes unrest in the community and has the potential to increase cases of sexually transmitted diseases (STDs) in the city of Pekanbaru. The results of this study are based on the theory put forward by Usman Effendi, showing that the most essential management, no matter how good the work activities are without the supervision of the work, it cannot be said to be successful. The method used in this study is a qualitative method with a descriptive approach, using data collection techniques in the form of interviews, documentation, and literature studies. The results of the study show that Satpol PP has carried out various surveillance efforts such as raids, surprise inspections, and coaching for massage parlor business owners. However, the implementation of supervision has not been fully optimal due to a number of obstacles, such as limited human resources, the absence of regional regulations that specifically regulate massage parlors, and the difficulty of distinguishing between legal and illegal massage parlors. This study recommends the need for more specific regulations, increasing the capacity of Satpol PP human resources, and synergy between agencies in upholding public order and community protection.
