ABSTRACT
This study aims to analyze the influence of organizational culture, government
governance, and performance-based budgeting on the performance of government
agencies in the Riau Provincial Government SKPD. This study is quantitative in
nature. The data source used is primary data obtained from a total of 144
questionnaires distributed to agency heads, sub-general heads, sub-finance heads,
sub-planning heads, and sub-service heads as respondents. The population in this
study consisted of 32 agencies within the Riau Provincial Government SKPD. The
results of data analysis using SEM-PLS with the help of SmartPLS 4.0 software
showed that organizational culture and government governance did not affect the
performance of government agencies, while performance-based budgeting had a
positive and significant effect on the performance of government agencies within
the Riau Provincial Government SKPD. The results of this study are expected to
provide input and insight for the government to be able to create a more effective
environment and governance for agencies and employees, as well as to provide
training programs on effective financial and budget management.
