ABSTRACT
Forest destruction is a process, method or act of destroying forests through illegal logging activities, use of forest areas without permits or use of permits that are contrary to the aims and objectives of granting permits in forest areas that have been determined, have been designated, or are being processed for determination by the government. . In this case, forest destruction occurred in a forest area by a business that already had a business permit for managing timber forest products, namely PT Perawang Sukses Perkasa Industri. This illegal logging activity is carried out by local communities on the border between the Company's concession area and areas outside the company's concession. Therefore, the aim of this thesis research is first, the government's responsibility in preventing forest destruction by businesses that already have business permits for managing timber forest products and industrial plantations. Second, the government's evaluation of company compliance with preventing forest destruction by businesses that already have business permits for managing timber forest products and industrial plantations.
This type of research can be classified into a type of sociological juridical research. The research location is at PT Perawang Sukses Perkasa Industri, the Environment and Forestry Service and the Kampar Forest Management Unit UPT. Meanwhile, the population and sample are all parties related to the problem being studied. This research uses data sources in the form of primary data and secondary data, and data collection techniques are carried out by interviews.
From the results of research on the problem, there are two main things that can be concluded. First, the government's responsibility to prevent forest destruction by businesses that already have business permits for managing timber forest products - industrial plantation forests at PT. Perawang Sukses Perkasa Industri only carries out monitoring, the government only carries out monitoring in the form of routine patrols once a month and secondly if there is information and reports from the company or the public. Second, evaluate the efforts that have been carried out. This means that the government will look again at how these efforts achieve the desired goals. As is known, one of the efforts made is to establish regulations that companies must comply with. The efforts made by the government to prevent forest destruction are in the form of monitoring, socializing and creating living plantation forests. The author's suggestion is first, the government needs to increase the effectiveness of outreach and education to the public, so that awareness of the importance of forest sustainability can be increased. Apart from that, partnerships between companies and communities need to be strengthened, by overcoming existing obstacles. Second, supervision by the government needs to be strengthened, both through routine monitoring and delegation of authority to related agencies. Law enforcement against violations also needs to be considered to provide a deterrent effect and increase compliance.
