Analisis Tingkat Akurasi Pengendalian Biaya Dan Waktu Dengan Menerapkan Metode Earned Value (Studi Kasus Gedung Postgraduate Center Universitas Riau)
ABSTRACT
Construction projects require proper control so that they can be completed
according to the planned schedule and budget. This study aims to evaluate the cost
and time performance of the University of Riau Postgraduate Center Building
Project through the application of the Earned Value method. This method is used
because it is able to show the relationship between cost, time, and the development
of work based on real conditions in the field. The research was conducted using a
quantitative descriptive method using planning data and the realization of the
duration of work that had been carried out for 67 weeks (469 days). Within 67
weeks, the Cost Performance Index (CPI) value = 1 was obtained, which means
that the actual cost incurred was equal to the planned cost, then also obtained a
Schedule Performance Index (SPI) value >1 which means that the project was
completed faster than the predetermined schedule. The estimated cost that is still
needed to complete the project (ETC) is IDR 7,370,944,095.04. Thus, the estimated
total project completion cost (EAC) reached IDR 85,426,746,153. This result shows
that the total expenditure is in accordance with the initial plan budget of IDR
85,426,746,153. The estimated remaining project completion time (ETS) is 43 days,
so the total estimated project duration (EAS) is 512 days based on the schedule that
has been implemented. These results show that the completion of the project took
place faster than the original plan which was scheduled for 531 days. Based on the
results of the analysis, this study shows that the performance of the University of
Riau Postgraduate Center Building project is relatively efficient both in terms of
cost and time, as evidenced by SPI and CPI values greater than 1. This shows that
the Earned Value method can be used as an effective evaluation tool in supporting
project management to control budgets and accelerate the completion of work
without exceeding the planned costs.
