The problem formulation in this study is How is the Community Empowerment Process Through the Development of Tourism Villages, in Dayun illage, Dayun District, Siak Regency, Riau? This study ims to determine and describe community empowerment through the development of tourism villages in ayun Village, Dayun District, Siak Regency, Riau. This study has 4 research indicators, namely 1) Social Dimension, 2) Economic Dimension, 3) Cultural Dimension, 4) Environmental Dimension. After this research is carried out, it is expected to provide benefits. The benefits of this research are divided into two: theoretical and practical. The theoretical benefits of this research are expected to broaden knowledge in the field of community empowerment through the development of tourism villages. This research can serve as a reference for further research on community empowerment through tourism village development, but with a different perspective. The practical benefits of this research are expected to benefit the government, the community, universities, and future researchers. This research is a qualitative research using descriptive qualitative methods, where data collection was carried out through observation, documentation, and interviews. This research was conducted in Dayun Tourism Village, Dayun District, Siak Regency, Riau Province, involving two core informants and one supporting informant as research subjects to determine the empowerment of the Dayun Village community. Based on data analysis and discussion, this study concludes that the community empowerment process carried out by the village government for its residents is very effective and is developing very rapidly. The government has built a tourist village called Dayun Tourism Village, also known as an integrated reservoir. This tourist village has been popular since 2021. The development of the tourist village is carried out by making the community both the subject and the object of tourism management. The community is actively involved in various aspects, from the development to the management of tourist attractions, so that the economic, social, and environmental benefits can be directly felt by residents. Community empowerment through the development of tourist villages has proven to be an effective strategy for improving the welfare, independence, and socio-cultural resilience of village communities. This process generally takes place through several stages,
starting from awareness raising, capacity building, training, and community involvement in the planning, implementation, and evaluation of tourist village management.
