ABSTRACT
Oil palm plantations play a critical role in Indonesia’s economy, with Riau
Province being a key contributor, particularly in Siak Regency. Kampung
Bukit Agung, located in Kerinci Kanan Sub-district, is a significant oil palm
production area where plasma farmers, in collaboration with cooperatives
(KUD), have implemented a replanting program to sustain productivity. This
study aims to: (1) identify the characteristics of oil palm farmers in Kampung
Bukit Agung, Kerinci Kanan Sub-district, Siak Regency, and (2) examine their
perceptions of the oil palm replanting program. Using a purposive sampling
technique, 35 plasma farmers were selected as respondents. Data were
collected through direct observations and in-depth interviews, analyzed
descriptively for farmer characteristics and using a Likert’s Summated Rating
(LSR) scale (1–5) for perceptions. Results show that most farmers are of
productive age (68.57%), have a high school education (42.86%), possess over
20 years of farming experience (71.43%), manage land areas of 1.5–5 hectares
(62.86%), and rely primarily on oil palm income (3–9 million IDR/month)
with minimal non-oil palm income (80% have none). Perceptions of the
replanting program are generally positive, with input (4.46) and technical
aspects (4.62) rated “Very Good,” financial (3.90) and institutional aspects
(3.34) rated “Good” to “Fairly Good,” and technology aspects (4.73) rated
“Very Good.” These findings indicate that while farmers recognize the
benefits of replanting for sustaining productivity, challenges in financial
preparation and institutional support, particularly limited extension services,
need addressing to enhance program success.
