Analisis Pola Dan Perilaku Konsumsi Tepung Terigu Oleh Rumahtangga Peserta Program Keluarga Harapan Di Kota Pekanbaru
ABSTRACT
This study aimed to: (1) analyze the consumption patterns of wheat flour among
households participating of Program Keluarga Harapan (PKH) in Pekanbaru City
based on household category, education level, and employment type, (2) identify
the dominant factors influencing the consumption of wheat flour among Program
Keluarga Harapan (PKH) households, (3) analyze the response of dominant factors
affecting wheat flour consumption, and (4) analyze the impact of price and income
changes on household wheat flour consumption among Program Keluarga Harapan
(PKH) participants in Pekanbaru City. Wheat flour is an important food commodity
increasingly consumed by low-income households despite continuous price
increases. The study applied a quantitative descriptive approach with a multistage
sampling technique, selecting 315 PKH households across various subdistricts.
Data were analyzed using descriptive statistics and multiple linear regression with
the Ordinary Least Square (OLS) method. The results indicated that wheat flour
consumption among PKH households remained below the recommended intake
level and varied across socio-economic characteristics. Regression analysis
revealed that the prices of wheat flour, rice flour, glutinous rice flour, sago flour,
granulated sugar, coconut sugar, chicken eggs, and cooking oil, as well as
household size and income, significantly affect wheat flour consumption. The
dominant influencing factor was prices of wheat flour, where consumption
increased along with increase in wheat flour prices. Simulation results showed that
an increase in household income led to a higher consumption response, while rising
wheat flour prices caused a decline in consumption. Policy simulations also
demonstrated that price control and income support programs could effectively
maintain household access to wheat flour. These findings emphasize the need to
strengthen food affordability strategies for vulnerable households through enhanced
social protection effectiveness, market price stabilization among PKH households.

RINGKASAN
Tepung terigu merupakan salah satu pangan sumber karbohidrat yang banyak
dikonsumsi oleh masyarakat, termasuk rumah tangga berpendapatan rendah penerima
Program Keluarga Harapan (PKH). Namun, kenaikan harga tepung terigu dan
keterbatasan pendapatan memengaruhi kemampuan rumahtangga peserta Program
Keluarga Harapan (PKH) dalam mengakses dan mengonsumsi tepung terigu sesuai
standar kecukupan gizi yang direkomendasikan oleh World Health
Organization (WHO). Penelitian ini bertujuan untuk: (1) Menganalisis pola
konsumsi tepung terigu oleh rumahtangga peserta PKH di Kota Pekanbaru
berdasarkan kategori rumahtangga, tingkat pendidika, dan jenis pekerjaan, (2)
Menganalisis faktor-faktor dominan yang mempengaruhi konsumsi tepung terigu
oleh rumahtangga peserta PKH di Kota Pekanbaru, (3) Menganalisis respon faktor
dominan yang mempengaruhi konsumsi tepung terigu oleh rumahtangga peserta
PKH di Kota Pekanbaru, serta (4) Menganalisis dampak perubahan harga dan
pendapatan terhadap konsumsi tepung terigu rumahtangga peserta PKH di Kota
Pekanbaru.
Penelitian dilakukan di Kota Pekanbaru dengan pendekatan deskriptif
kuantitatif. Sampel sebanyak 315 rumahtangga PKH dipilih menggunakan teknik
multistage sampling. Data primer diperoleh melalui wawancara menggunakan
kuesioner, sedangkan data sekunder diperoleh dari instansi terkait. Analisis data
dilakukan menggunakan program SAS, meliputi analisis deskriptif untuk
menggambarkan pola konsumsi, analisis regresi linier berganda untuk
mengidentifikasi faktor dominan beserta responnya, serta analisis simulasi untuk
melihat dampak perubahan harga dan pendapatan terhadap konsumsi tepung terigu.
