Evaluasi Pengaruh U-Turn Terhadap Kinerja Ruas Jalan Menggunakan Software Vissim (Studi Kasus: U-Turn Depan Pondok Pesantren Babussalam, Jl. Hr. Soebrantas, Kota Pekanbaru)
ABSTRACT
HR. Soebrantas Street is one of the main corridors in Pekanbaru City, serving a
strategic function as a connecting route between educational, commercial, and
residential areas. However, the high volume of vehicles, especially during peak
hours, often leads to severe traffic congestion. One of the major contributors to this
congestion is the U-Turn facility located in front of Pondok Pesantren Babussalam.
The presence of this U-Turn disrupts the main traffic flow due to conflicts between
vehicles making turning movements and those traveling straight. This study aims to
analyze the effect of the U-Turn facility on the performance of the road segment
under existing conditions, simulate its operational characteristics, and evaluate as
well as provide both technical and non-technical recommendations based on the
analysis results. The methods used in this study are PKJI 2023 and PTV VISSIM
Student Version 2024. Based on the analysis of the existing characteristics using
PKJI 2023, the degree of saturation was found to be 0.791 for the West–East
direction and 0.783 for the East–West direction. From the PTV VISSIM simulation
of the existing conditions, the average vehicle speed was 18.32 km/h, with an
average queue length of 82.7 meters and an average delay of 28.29 seconds,
corresponding to Level of Service (LOS) E. After the U-Turn was closed, the
simulation results showed an average speed of 22.53 km/h, representing a 22.98%
increase. Furthermore, a technical recommendation in the form of road widening
to an 8/2T configuration resulted in an average speed of 24.94 km/h, an average
queue length of 1.22 meters, and a delay of 1.51 seconds, showing an increase in
average speed by 36.2%. Non-technical recommendations include implementing
flexible time or straggered shift and the compressed-week method. In conclusion,
the U-Turn significantly reduces the performance of the road segment, and both
technical and non-technical recommendations are expected to improve the
performance of the road and U-Turn area on HR. Soebrantas Street, Pekanbaru
City.
