This research aims to determine the factors that influence teachers' ability to implement HOTS-based learning in State Senior High Schools in Pelalawan Regency. The population in this study consists of 581 public high school teachers in Pelalawan Regency. The sample size was determined using Slovin's formula, resulting in 238 teachers. The sampling technique used proportional random sampling, and data was collected using questionnaires. Data analysis using descriptive and quantitative SEM (Structural Equation Modeling) based on PLS (Partial Least Squares).
The research results indicate that education level significantly influences the ability to implement HOTS-based learning, as the p-value of 0.001 is less than 0.05. This condition demonstrates that the ability to implement HOTS-based learning in Pelalawan Regency Public High Schools can be significantly and positively influenced by education level. Training significantly influences the ability to implement HOTS-based learning, as the p-value of 0.000 is less than 0.05. This indicates that the ability to apply HOTS learning in Pelalawan Regency Public High Schools is significantly and positively influenced by training. Teaching experience influences the ability to implement HOTS-based learning, as the p-value of 0.000 is less than 0.05. This condition indicates that the ability to apply HOTS learning in Pelalawan Regency Public High Schools can be significantly influenced by teaching experience.
Education and training levels significantly influence the ability to implement HOTS-based learning, both directly and indirectly thru teaching experience. Teaching experience acts as a mediating factor in this relationship. Increasing education levels, training, and teaching experience is an effective strategy for improving teachers' ability to implement HOTS-based learning.
