Analisis Kebijakan Kartu Identitas Anak Pada Dinas Kependudukan Dan Pencatatan Sipil Kabupaten Kuantan Singingi
ABSTRACT
This study aims to analyze the implementation of the Child Identity Card policy and to identify the obstacles faced by the Department of Population and Civil Registration of Kuantan Singingi Regency during its execution. This research employs a qualitative descriptive method, using interviews, observations, and documentation involving key informants such as the Head of Department, Secretary, service staff, and community members who have and have not received Child Identity Card services. The findings reveal that the implementation of the Child Identity Card policy has improved annually, with ownership reaching 69.2% in 2024. However, this progress has not been evenly distributed due to several challenges, including low public awareness, limited socialization, and shortages in supporting facilities, infrastructure, and human resources, particularly in rural areas. Based on William N. Dunn’s six policy evaluation indicators, the policy is considered relatively effective and efficient, yet still insufficient in terms of equity, adequacy, and responsiveness across all target groups. This study is expected to provide useful input for the Department of Population and Civil Registration of Kuantan Singingi Regency to strengthen service strategies, enhance cross-sector collaboration, and improve the overall quality of public services related to population administration for children.
