Good Village Governance Dalam Penggunaan Keuangan Desa Buluh Nipis Kecamatan Siak Hulu Kabupaten Kampar Tahun 2024
The phenomenon underlying this study is the persistence of problems in village financial governance, the low level of community participation in village development planning meetings (Musyawarah Perencanaan Pembangunan Desa / Musrenbangdes), and limited access to public information regarding the use of village finances. This study aims to identify and describe the implementation of the principles of Good Village Governance in the management of village finances in Buluh Nipis Village, Siak Hulu Subdistrict, Kampar Regency, in 2024. This research employs a qualitative approach with a descriptive research design. Data were collected through observation, interviews, and documentation. The data analysis techniques included data reduction, data presentation, and conclusion drawing. The results indicate that the implementation of Good Village Governance in Buluh Nipis Village has been carried out but has not yet been optimal. The principle of community participation has been implemented through Musrenbangdes; however, community involvement remains representative in nature, primarily involving community leaders and the Village Consultative Body (BPD). The principle of transparency is reflected through information boards and activity banners, but access to financial documents remains limited. The principle of fairness is implemented through equitable development across the three hamlets, while effectiveness and efficiency are relatively well achieved as development activities are carried out based on community priority needs. The principle of accountability is implemented through activity reports and deliberative forums; however, direct community oversight remains weak. Supporting factors for the implementation of Good Village Governance include the active participation of village officials and community leaders, while inhibiting factors include low public awareness and limited village budget capacity.
