Strategi Pemerintah Provinsi Riau Dalam Meningkatkan Investasi Asing Singapura
Foreign investment is a crucial factor in boosting regional economic growth,
particularly in increasing local revenue, creating jobs, and accelerating infrastructure
development. Riau Province, one of Indonesia’s strategic regions, possesses abundant natural
resources and a geographically advantageous position, making it attractive to foreign
investors, especially Singapore. Singapore is recorded as the largest contributor to Foreign
Direct Investment (FDI) in Riau, positioning it as the main target of the provincial
government's bilateral investment cooperation strategies.
This research uses a descriptive qualitative method through literature study and indepth
interviews with relevant agencies. The study adopts Liberalism, the nation-state level of
analysis, and the theory of Foreign Direct Investment (resource-seeking FDI) to assess the
strategies implemented. Data was gathered from official documents, reports from the
Indonesia Investment Coordinating Board (BKPM), and interviews with the Riau Investment
Service and related institutions.
The findings reveal that the Riau Provincial Government employs several strategies to
attract Singaporean investors, including regional potential promotion, incentive provision,
simplified investment licensing through the OSS system, and strengthened infrastructure and
regional connectivity. These efforts have successfully increased Singapore’s investment
realization in the energy, plantation, and tourism sectors. With the support of national
regulations and stable bilateral cooperation, Riau Province has the potential to become a
leading foreign investment hub in Sumatra.
