The management of the Pasir Pengaraian Urban Forest in 2024-2025 still
faces problems such as damage to facilities and infrastructure, accumulation
of waste, and a lack of maintenance activities, despite the issuance of Rokan
Hulu Regency Regulation No. 4 of 2023 concerning Guidelines for Urban
Forest Management. This situation raises questions about the
implementation of the Regional Regulation, particularly in the HK-01 area,
which is the block with the most complete facilities and is actively used as an
area equipped with facilities and most actively used by the community. This
study aims to analyze the factors that cause the implementation of the
Regional Regulation to not run optimally, using a descriptive qualitative
approach through interviews, observation, and documentation, as well as
analysis based on George C. Edward III's policy implementation theory,
which includes communication, resources, the disposition or attitude of the
implementers, and the bureaucratic structure. The results of the study show
that the implementation of the Regional Regulation has not been optimal.
Policy communication has not been optimal because information
transmission and socialization are still limited. Resources in the form of
budget, facilities, and the number and competence of human resources are
inadequate. The disposition of the implementers has not shown a strong
commitment to maintenance and supervision. The bureaucratic structure has
experienced fragmentation of authority between the DLH and DISPERKIM,
coupled with the fact that a special UPTD for Urban Forests has not yet been
formed as the technical operational implementer. Research findings indicate
that regulations alone are not sufficient to ensure optimal urban forest
management without clear policy communication, adequate resources,
commitment from implementers, and an integrated institutional structure.
Strengthening interagency coordination and establishing an Urban Forest
Technical Implementation Unit (UPTD) are necessary to improve
sustainable management of the area.
