Politik Anggaran Dalampenanganan Banjir Di Kota Pekanbaru Tahun 2023

Flooding is a persistent problem in Pekanbaru City that remains unresolved. In
2023, serious flooding occurred, impacting the activities of the Pekanbaru community.
Budgetary constraints hindered the optimal resolution of this flooding problem. In 2023, the
total budget allocated for flood management in Pekanbaru City was IDR 25 billion. This
budget was used for river normalization and drainage in Pekanbaru City.
This study aims to analyze the budgetary politics that occurred during the 2023
Pekanbaru City Regional Budget (APBD) preparation process. This study used a descriptive
qualitative approach with data collection techniques such as interviews, documentation, and
literature studies.
The results of this study indicate that the process of preparing the Pekanbaru City
Regional Budget (APBD) is indeed inseparable from the tug of war of interests between the
Legislative and Executive, especially regarding flood management. It is known that the
PUPR Office had submitted a request for a budget increase from IDR 25 billion to IDR 30
billion, but indeed budget limitations and other government priorities were considered to be
the request for a budget increase that could not be realized in 2023. In the discussion stage
of the 2023 APBD, it was found that there was no dominance of interest groups that attempted
to insert certain interests, all focused on efforts to resolve the flood problem. In addition,
political stability between the Legislative and Executive went well, because both parties were
synergizing to address the flood problem in Pekanbaru City in 2023.
