Pemilihan Skala Prioritas Pekerjaan Kosntruksi Perkerasan Jalan Dengan Metode Sistem Pengambilan Keputusan Di Kabupaten Kampar

In the 2024 Fiscal Year, the Public Works and Spatial Planning Office of Kampar Regency planned 40 road pavement construction projects under the Highways Division. However, due to budget limitations, only 14 projects could be realized in the Budget Implementation Document (DPA), with an available budget of IDR 3.12 billion out of the total required budget of IDR 55.33 billion, or approximately 5.66%. This condition indicates the need for a decision-making method capable of determining road development priorities based on measurable criteria and actual field conditions. This study aims to apply the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS), Simple Additive Weighting (SAW), and Weighted Product (WP) methods in a decision support system for determining the priority of road pavement construction projects in Kampar Regency. This research employed a quantitative approach using 9 criteria and 16 sub-criteria, including construction, design, topography, politics, organization, utilities, law and order, funding, and other supporting factors. The highest criterion weight was assigned to construction (20%), followed by design (18%), topography and politics (13% each), funding (7%), organization, utilities, and law and order (6% each), and other factors (5%). The results showed that alternative P1 was ranked as the highest priority, with preference values of 0.5653 using TOPSIS, 1.0784 using SAW, and 0.0377 using WP, while alternative P2 ranked second with preference values of 0.5226 using TOPSIS, 1.0608 using SAW, and 0.0371 using WP. Based on the comparison among methods, a high level of consistency was obtained, where the TOPSIS and SAW methods showed a conformity level of 92.86%, SAW and WP also showed 92.86%, while TOPSIS and WP showed 85.71% similarity within the top 14 priority project packages. In addition, the comparison between the method results and the realization of the 2024 Budget Implementation Document (DPA) showed a conformity level of 50%, meaning that 7 out of 14 priority projects generated by the methods were consistent with the projects implemented by the Government of Kampar Regency. These results indicate that the SAW, TOPSIS, and WP methods are capable of producing construction priority recommendations based on criteria weighting, preference values, and ranking results, so that the priority determination process can be carried out in a more measurable, systematic, and data-based manner under limited budget conditions..
