Model Penentuan Prioritas Rehabilitasi Daerah Irigasi Rawa Berbasis Analytic Hierarchy Process : Studi Kasus Kabupaten Rokan Hilir
Food security has always been a crucial concern in Indonesia's national development, given the country's reputation as an agricultural powerhouse with enormous untapped potential in the agricultural sector. Food security means ensuring that all household members have access to sufficient, available, appropriately used, safe food that contributes to a healthy diet. In maintaining food security, water availability is a key factor inseparable from the success of the agricultural sector. In practice, this water sufficiency is highly dependent on irrigation systems, as they distribute water from their source to agricultural fields. Over time, most irrigated areas experience significant functional decline. This directly impacts irrigation efficiency, planted area, agricultural productivity, and increases the risk of flooding and crop failure. One urgent step is to rehabilitate irrigation networks to ensure optimal function. However, rehabilitation efforts require significant costs, while government budgets are very limited. Therefore, prioritizing rehabilitation is necessary to ensure effective and targeted use of available funds.
For quantitative decision-making, the Analytic Hierarchy Process (AHP) is used with the aid of a Decision Support System (DSS). Questionnaires and interviews were used to collect data, which was then analyzed using the AHP approach. Rokan Hilir is a region that contributes significantly to food security, and this study examines the elements influencing the restoration of swamp irrigation land there. This study focused on four key parameters in the rehabilitation of swamp irrigation land: technical, economic, environmental, and social.
The results showed that the most appropriate channels for rehabilitation were primary channels 3 and 4, with percentages of 28.80% and 16.10%, respectively. Based on the criteria analysis, the technical criteria (23.10%), social criteria (8.90%), economic criteria (55.20%), and environmental criteria (12.80%). Based on the sub-criteria analysis of the technical, social, economic, and environmental criteria, water distribution accessibility (58.70%) was the technical criterion, conflict resolution (63.90%), increasing cropping intensity (68.40%) was the social criterion, and flood and drought control (75.10%).
