Perubahan Strategi Pertahanan Jepang Dalam Menghadapi Ancaman Di Asia Timur (2004-2008)

This research explains changes of Japan’s defense policy in 2004-2008. Since 1947 Japan
renounce war as sovereign right to solve international conflict and implemented limitation in
military capability. Since 60 years ago due to pacifist constitution, Japan entrust its security
defense under U.S. security umbrella, and then Japan took concern to the development of
economic stability. Japan tries to change its pacifist constitution due to broader role of SDF and
transition of Japan Defense Agency to a ministry (Ministry of Defense).
This research applies Barry Buzan’s security theory, and related concepts, such as national
interest and security dilemma. This research is also supported by hegemonic stability theory in
analyzing competition between Japan and China in East Asia. Furthermore, the level analysis of
this research is nation-state.
This research points out that the improvement of Chinese military capability and nuclear
program of North Korea completed with it’s launched of ballistic missile which is enable to
reach all of Japan territory as main factors supported Japan to create some changes in it’s
security policy due to various threats surrounding Japan and uncertain of peace and security
environment of today’s world.
