Transformation Implementation; in the Perspective of Good Governance in
Sub District Gunung Toar . Mentored by Sujianto and M.Y. Tiyas Tinov.
This research is motivated by a problem in the implementation of village
governments have not applied the principles of good governance.
This research aim to analyze the implementation of the transformation of
the village administration:the perspective of good governance District of
Gunung Toar. In addition, to determine the factors that affect the
implementation of Government Affairs by the village government.
The method used is descriptive qualitative explanatory approach. Data
retrieval techniques using the documentation, interviews, and
observations.Determination of informants by purposive sampling technique.
The process of data analysis to study the contents and Miles and
Huberman model.The implementation of the new rule by the village
administration in the implementation of administrative services, the
establishment of community councils and the annual activity report. While
the implementation of the three areas of government affairs neglected
villages include rulemaking, BUMDes formation, cooperation with the
village for lack of coaching and training that impact on the ability of
government officers in the village so that the transformation of the
structure, people, and culture mindset not achieve transparency,
accountability and participation influenced by internal and external factors.
