Konflik Lahan Perkebunan Kelapa Sawit: Kasus PT. Wana Sari Nusantara (WSN) Dengan Warga Desa Sungai Buluh Kecamatan Singingi Hilir Kabupaten Kuantan Singingi Tahun 2012-2013
The study, entitled “Oil Palm Plantation Land Conflicts: Case PT. Wana Sari Nusantara (WSN) with Villagers of Sungai Buluh District of Singingi Hilir Kuantan Singingi Regency Year 2012-2013”. Land is the source of production that is needed by everyone therefore many people who want to get it. It is not unusual when the scene of the seizure of land of various stakeholders is no expection PT. Wana Sari Nusantara with villagers of Sungai Buluh. Both of these parties wanted 905 acres of land ownership PT. Wana Sari Nusantara managed by some villagers of Sungai Buluh. Each side has a different opinion so interesting to study, and that is the background of this research. This study aims to determine the causes of the emergence of the land conflicts and the role of local government in dealing with conflict resolution this oil palm plantations.
The result of this study can reveal about the chronology of land conflicts ranging from the initial management of land by peasants until settlement through legal channel, the factors that cause the appearance of such conflicts is: a) because the wasterlands; b) certainty of ownership/overlapping legality; c) lack of coordination; d) increased land requirement, but instead limited land availability; and e) the high economy value of land, to the role of Local Government of Kuantan Singingi Regency and Riau Provincial in handling conflict with the settlement and mediation efforts to facilitate both sides to form a verification team with Regent’s decision Kuantan Singingi Number: KPTS. 145/III/2013 about the verification team Land Tenure Right PT. Wana Sari Nusantara. Morever, in this case the regional legislative parliament Kuantan Singingi role in conflict resolution this concession was to hold a hearing or hearings with community aspirations and related parties, a description of conflict resolution, as well as the constrains faced in conflict resolution.
The conclusions in this research is the the causes of the oil palm plantation land conflict between PT. Wana Sari Nusantara with Villagers of Sungai Buluh is because the wasterlands, certainty of ownership/overlapping legality, lack of coordination, increased land requirement, but instead limited land availability, and the high economy value of land. And the role of Local Government after doing some mediation and facilitate and hold hearing with citizens and companies can not resolve land disputes this and eventually resolved through legal channel. The authors hope the result of the study may help provide information in conflict resolution this oil palm plantations.
