This research was conducted in the District Langgam Pelalawan. This study aims to determine the development of smoked fish processing business in Sub Langgam. The analysis method used in this research is quantitative descriptive. And to know these business development efforts to use existing variables in the analysis of Porter's Five Forces. This study was conducted to see the scale of production (return to scale) and the level of capital efficiency and raw materials, then used the model of Cobb Dauglas production analysis. To see the level of scale production (return to scale) in smoked fish processing industry in the District Langgam, data processing using SPSS.From the results of the investigation showed that the most dominant variable affecting the development of the smoked fish industry is that the input variable capital, raw materials, and labor is the main factor in the production process.
