Pengawasan Kapal Perikanan Dengan Konsep Mcsi (Monitoring, Controlling, Surveilance Dan Investigation) Pada Satuan Kerja Pengawasan Sumberdaya Kelautan Perikanan Di Pelabuhan Perikanan Nusantara Sibolga

As of now the surveillance of fishing conducted by work unit of fisheries and marine resource surveillance (PSDKP) is still not optimal, especially in monitoring the equipment of the documents when the vessel depart and arrival in. This can lead to violations such as the extention of the expired SIPI, inappropriate GT vessel information and violation the fishing gear used not in accordance with regulation the research was through surveys to PPN Sibolga in oktober 2015. Field data collected through direct observation the vessel surveillance procces for last 5 years. Results of monitoring and controlling conducted PSDKP Sibolga has been in accordance with Standar Operating Procedure (SOP) issued by the Directorat General of P2SDKP and refers to SK. Dirjend P2SDKP no 19/ DJ-P2SDKP/2008. Mean surveillance and investigation is not in accordance with regulation where through function in carrying out duties coused by limited facilities of not in conducting surveillance activities. From this research is concluded that for last 5 years there was still violation where in 2015 is the smallest violation where is 65 case, while the biggest violation occurred in the year 2013 which 128 cases. Type of violations occurring from the larges to the smallest in a row were SIPI Expiration 41,3 %, Fishery licenses (SIUP) 33,4 %, fishing gear used not in accordance with regulation arrival 9,5 % and the vessel tonnage was not match the actual ship’s Tonnage 3,4 %.
