Strategi Peningkatkan Standar Pelayanan Publikdi Dinas Penanaman Modal Dan Pelayanan Terpadu Satu Pintu Provinsi Riau (Studikasus Tingkat Kepatuhansumberdayamanusia)
The achievement of Riau One-Stop Provincial Service and Investment Service (DPMPTSP) in improving the compliance of public service standards is inseparable from several special points which include the value of administrative documents, electronic and non-electronic facilities and infrastructure and facilities, and adequate human resources in carrying out public services. However, the compliance of public services to facilities and infrastructure of special needs has not been supported by human resources / employees who master nonverbal communication (tunawicara) and lack of infrastructure for people with special needs, such as wheelchairs, guiding lanes, special toilets and breastfeeding chambers for nursing mothers.
In this study, the concept of theory used is the strategy theory proposed Ellitan (2008) as a research instrument, where to measure the strategies applied to an organization or company include; technology strategy, innovation strategy, and operation strategy. This research uses qualitative descriptive method with data collection techniques including interview, observation and documentation study.
The results of the research show that the strategy implemented by the Provincial DPMPTSP has shown an increase in public services, especially the improvement of service quality supported by the use of service infrastructure facilities based on Information, Communication and Technology (ICT). The achievement of the strategy for public services is evidenced by the increasing accuracy of survey results to electronic service users (SKM / e-voting, and questionnaire). However, the adherence of human resources to the compliance of public services to users of special needs services has not been adequate. Where, in the absence of infrastructure for special services, such as wheelchairs, guiding lanes, special toilets and breastfeeding chambers for nursing mothers, as well as unsupported human / employee resources that follow and have specific / nonverbal communication skills in preparing services for the community or service users special needs services.
