Operational oversight is supervision in assessing the technical feasibility of the premises, considering the type of business with the traditional business conditions of the community, and its relevance to the social and economic conditions of the community. In the implementation of operational supervision by the Department of Trade and Perindustian Pekanbaru City there is a phenomenon of business type run giant depertent store does not consider the daily business (shop / shop), and less attention to the impact and social conditions and economic activities of the community where one of the existence cikpuan market and consider Spatial area.
The concept of theory used by researchers is to adopt the theory of supervision by Manullang. The method used in this research is qualitative descriptive with instrument of data collection covering interview to officer of Supervision Department of Trade and Perindustian Pekanbaru and society, observation and document data.
The results of this study indicate that the operational supervision made by the Department of Trade and Perindustian Pekanbaru in meniii business activities department store giant on the road Tuanku Tambusai Pekanbaru less attention to the socio-economic conditions of small businesses and the existence of traditional markets. The supervision has not been done or not paid attention to the condition of the economic activities of the community such as the existence of Cik Puan market, less accurate or just checking the report and less realistic in paying attention to economic growth and development of Pekanbaru city development.
