Quality of service of civil registration of birth certificates that occurred in the village of Alai District of West Cliff High Meranti Islands District, which is still characterized by: cumbersome, slow and tiring. So the quality of civil registration services in rural Alai birth certificate can still be categorized unfavorable. This study aims to determine the quality of the civil registration of birth certificate services in the village of Alai District of West Cliff High Meranti Islands District. The population in this study were all villagers who numbered 1738. Alai sampling technique using random sampling technique, the sample in this study was 10% of the population, ie 174 respondents. Data were collected through observation technique, interview, questioner, literature study and documentation. Data in analasis using qualitative descriptive way. Based on the results of research that the authors get, concluded that the quality of civil registration services disesa Alai birth certificate in the category "Not Good". Because of the 174 respondents who completed questionnaires percentage gains in the unfavorable category by 52% and in both categories by 48%. Then the hypothesis that the quality of service of civil registration of birth certificates in the village of Alai District of West Cliff High Meranti Islands District is not good, acceptable.
