Fishery resources must be managed and utilized optimally in order to contribute significantly to the nation's overall development. Increasing intensity of fishery resource utilization will pose a threat to its sustainability. To overcome this problem, there needs to be community involvement in conducting supervisory activities to preserve and preserve fishery resources in their respective regions by establishing a Community Monitoring Group (POKMASWAS) in every region in Indonesia. And one of the coastal areas or villages in Indonesia that formed POKMASWAS in the village of Buluh Cina Village Siak Hulu District Kampar.

The theoretical concept used by the research is the theory of organizational effectiveness according to steers consisting of Adaptation, work productivity, job satisfaction, development, efficiency. The method used in this study is a qualitative approach to the assessment of deskrptif data and using the Snowball Sampling method with data collection techniques using interviews, observation, and documentation.

The result of the research shows that the effectiveness of the Supervisory Group in the field of fishery in Buluh Cina Village has not been effective yet, since the members and management of the organization have not been routinely and active in performing their duties in supervising the territorial waters of Buluh China Village so that illegal fishing is still going on, and also this organization is still focused on annual activities and so routine activities that must be implemented not yet realized. The factors that affect the Effectiveness of Community Groups in the Field of Fisheries in Buluh Cina is the characteristics of the organization, where constrained funds. facilities, facilities and infrastructure of the organization are limited, there is also a characteristic factor of workers, where members and administrators Pokmaswas not active duties and obligations, it is because they have their own busyness. As well as environmental characteristic factors, where in Pokmaswas in Buluh Village Cina is conducive both within and outside the organization.
