The role of group chief in scouting activities at Universitas Riau face some problems such as confusing information and lack of collaboration between the members and rover scoutmaster in the implementation of the activities whether internal or external activities. The formulation of this research is how come the role of the group chief in scouting activities at Universitas Riau and what factors that become an effect on it.

The purpose of this research is to know the role and the factors that inhibit the role of the group chief in scouting activities at Universitas Riau. This research used the theory of Oemar Hamalik about five things that need to be considered for the role in organization led, include: catalyst, facilitator, problem solver, source link, and communicator. Then, this research method is used qualitative descriptive approach. After that, the informant in this research is the group chief, the rover scoutmaster, leader and members of Scout Universitas Riau. Finally, the data collection techniques in this research are interviews, observation, and documentations.

The result of this research is the role of the groupchief in scouting activities at Universitas Riau is running in accordance with existing procedures that is through deliberation and consensus in solving problems. Another way is communicating with the rover scoutmasters, learners, and relevant agencies to establish cooperation in every carry out activities. So, the activities can be carried out smoothly. The factors that effect the role of the group chief in scouting activities is in the form of participation of some rover scoutmasters and learners, as well as limited budget funds and not sufficient.
