Governance, Waste Management and the 3Rs Program. This study aims to identify and analyze the governance of waste on the 3R program of case studies in Sub Pebatuan District of Tenayan Kingdom of Pekanbaru. This type of research is a qualitative approach with the method of observation, interviews and documentation. Informants in this study are the people who participated in this 3R program. Methods of data analysts use non-statistical analysis techniques or commonly referred to logical analysis. These results indicate that the governance of waste by using the application of the 3R program has not gone up because of lack of socialization Related 3R Program in Sub Pebatuan Tenayan Raya Subdistrict, lack of budget to Support Waste Bank Program, lack of Related Technical Training Program 3R,
